Add or Remove Programs

I have a strange problem. In my Control Panel, I have two listings of "Add

or Remove Programs". One does nothing at all when opened, the other opens,

but there NO programs listed. Also, If I try to use Windows Update, it

never finds Windows Site, I have to ctrl, alt, del and end the program. I

ran a virus scan (Norton with the newest defs), nothing. Everything else on

the internet works. What can I do to correctthis problem? I was thinking

of reloading XP, but then I'd have to go through all the service pack

updates, etc. and I don't know if even that will fix the problem. Has anyone

ever heard of this? If it matters, I'm using IE 6.0.
