Allow people to add workstations, but not servers to the Domain

We have a situation where our deskside staff has/is installing

VirtualServer on a number of workstations, which is fine, but they are

installing W2k03 Server as VM's in some cases.

 

When doing so, they are having them join the domain, which we do not

want. These are usually developers, is there any way that we can

prevent the ability to joining a W2k03 server to the domain but allow

those credentials to still install workstations to the domain?
