Can't add Windows 8 KMS key to KMS server

I get the error below each time I try to add one of our Windows 8 KMS keys.    I installed this update and followed the kb article:

Installation of the Proof of Purchase failed. 0xC004F015

Partial Pkey=X3B5F

ACID=24259a22-3bf0-44af-a68b-1b858bce1894

Detailed Error[?]

 

Please advise.   If this isn't the correct forum, please move accordingly.
