MSE Error Code 0x80070715 - Cant remove MSE

MSE does not uninstall after trying all registry fixers, and all helpful tips.  I get error code 0x80070715.  Tried appremovers in safe mode.  Ran fix it, and now need a better set of suggestions.  XP machine, error on boot- Security center indicates Virus

protection is off.  Un-install indicates a file is missing, but no choices to locate it.  Re-install will not work due to the detected MSE existing install.  I did a resore to the oldest date.   How do I get it off or stop launch so I can re-install.
