windows xp KB951978 failed scrrun.dll not valid

Update for Windows XP (KB951978)

 

 

 

 

Install this update to resolve an issue in VBScript/JScript scripts from CScriptWScript hosts, certain built-ins may not function correctly when Standards and Formats in Regional Settings is changed.  After you install this

item, you may have to restart your computer.

 

 

 

 

 

I see several threads for this problem but no solution. 

This computer does have VBScript/Jscript installed.  Appears to be telling me that scrrun.dll & dllcachescrrun.dll are not valid. 

Would reinstalling VBScript/Jscript help?

Continues to fail both thru Windows & update & manual download / install.

 

Windows update generates Error Code: 0x8007F0EA

 

From manual install:

Certain packages may not be valid

c:windowssystem32dllcachescrrun.dll, Version 5.7.0.20612, Branch SP3BETA

c:windowssystem32scrrun.dll, Version 5.7.0.20612, Branch SP3BETA

Reinstall the packages listed above, and then install KB951978
