You have build a new Domain controller in the same domain and after replication occurs, the seconad machine also has the information. But there are more steps needed if you will do it and you have really to read/learn more about Active Directory. Another PC may have different hardware so any settings which are reliant on hardware drivers on your old machine won't work with the new one, unless it's a clone.
