get error 711 on win 2000 when trying to create a dial up connecti

I'm helping a co-worker with her home computer. She picked up a nasty virus.

I had to reoload her win 2000 and when it came to hook her back up on the web

the following error occurred.

 

Could not start the Remote Access Connection Manager Service... Error 711

 

In addition when using the internet wizard in attempt to connect the wizard

shuts down at the referral number stage.

 

I tried looking for a tape driver on her (veritas) hardward manager but

there is none. I also tried looking at the telephony it was not disabled or

stopped.

 

any ideas. I'm stumped. (short of her wiping her hard drive and getting a

new windows programs)
