Loading Personal Settings - Hangs - 2003 Server

I attempted to update my 2003 server with the 2 latest '.NET' updates.

 

During installation it froze. I had no option but to power down the

server.

 

When the server restarted it hangs at "loading personal setting" and

remains there for good.

 

The server has DNS, IIS and and Exchange Server.

 

Other computers on the network can easily access the website on the

server but cannot use outlook web access. I can pop the mail accounts

using Outlook Express on a pc on the network. DNS is also degraded in

performance and I cannot access the server using Remote Desktop.

 

The server can be pinged from any other computer on the network and

response time is excellent.

 

I simply do not have a desktop.
