Licensing - Clients (Per Seat) - Old Users

Can anyone tell me why I am constantly seeing old users in the Licensing tool

on Windows Server 2000 found under Administrative Tools? I show users taking

up licenses dating back to 2003. If I revoke the license it comes back.

Many of these people no longer work here. Where are these people coming from

and how do I clean it up permanantly?

The license logging service does not work as expected. Best bet is to stop

and disable it and keep track of your licenses manually as if in per seat.

There was a reg hack to clean up the disabled users but it was a point in

time stop gap. Any revoked licenses after the reg hack would still come

back.
