Remapkey.exe from the Windows Resource Kit will do it on the fly. There is no need to install anything - just run the tool, log off and on again and the deed is done.

Is there a switch that can be set within the operating itself, without having to obtain files and utilities that may not be on the computer in question (and without requiring admin rigths)?
